Governor Returns From His Garden City Trip.
Says Special Session Situation Is at Standstill.

ENJOYED HIS VISIT
Celebration Was Unique and Out of Ordinary.

Governor Stubbs returned to the capital today after a three days' absence. The governor spoke at Garden City July 5 at the Fourth of July celebration.
There is no change in the situation as regards the likelihood of a special session of the legislature. The governor still insists that nothing will be left undone to keep the state banks on an equal plane with the national banks.
He reasons that as the state has placed the state banks under a guaranty law that these banks should be protected to the extent of being placed upon an equal footing with the national banks and be given equal privileges in the matter of securing business that are given by any private guaranty association of national bankers. It is believed that the governor will not hesitate to call the special session if he is convinced that that step is necessary.
State Bank Commissioner Dolley is still hopeful that the situation will be ironed out in a satisfactory manner without the need of a special session.
Negotiations with the national bankers are still in progress and there is a probability of an satisfactory agreement being reached during the early part of this week.
Speaking of his trip to Garden City, Governor Stubbs declared that the celebration out there was unique in his experience with such things. The county Sunday school association had charge of the celebration and the governor thought that this was an ideal way to handle such affairs. Garden City has a fine band and the Sunday schools furnished vocal music which was an enjoyable feature of the program.
The governor spoke from the subject, "Righteousness Exalteth a Nation," and as the Sunday schools had charge of this patriotic demonstration his remarks were appropriate. He thought that St. Paul, Washington and Lincoln had more to do with good government than any three personages that ever lived in the world. Their mighty influence upon political economy and government were due, he said, to their Christian principles which sustained them in times of stress that crushed mere mortals.
