From Porto Bello.

The schr. Selina, which arrived yesterday, left Porto Bello on the 6th of last month. Capt. Billings has favored us with papers to the 6th of Jan. and a copy of the regulations adopted by the Patriot government at the Ports of the Isthmus. The document is dated at Panama December 31st, and declares that port, Chagres, and Porto Bello, open to the vessels of all nations.

Goods introduced by Foreign vessels, for the consumption of the country, are to pay a duty of twenty four per cent. A discrimination of two per cent is made in favor of the vessels of the Patriot governments of South America.

The papers contain an order of San Martin, dated at Lima, Nov. 10th, directing the enrolment of all the males between the ages of 15 and 60, within 15 leagues of that capital, to be in readiness to bear arms in defence of the country.

Capt Billings informs that four transports with Patriot troops, had just arrived from Carthagena, to serve as a garrison at Porto Bello.
