Extract of a letter from Havre, dated Jan. 8.
"The public papers that I have enclosed will give you better information of the affairs of Europe than I possibly can do, even did prudence permit it. As to our Commissioners it is now reduced to a certainty that they will not be received, and it is now with America that the question of peace or war is to be determined. If there is not a change in the affairs of our government, war will be the consequence. I do not mean by this assertion to hint at its propriety or impropriety, but depend it is the case.
"I saw a letter the other day from Mr. Paine, who says, that the minister shewed him a letter published by Mr. Fenno (a paper that the minister insisted was under the patronage of Mr. Adams our President) which says. "that from the divisions in France, there was Reason to hope that in a short time the King would be restored to his rights in France."
I have no doubt that to this and similar publications, in a great measure, may be ascribed the ill success of our Embassy."
