WALPOLE, (N. H.) September 4.

INCIDENTS ABROAD

Reports of general peace begin to assume official importance. The emperor of Germany has communicated to the Diet of Ratisbon the conclusion of the pacific preliminaries between his empire and France, and gives assurance of a speedy and general peace. Lord Malmesbury has been introduced to the French legation at Lisle. The present politicians contrast this interview with that between this ambassador and the punctilious De Lacroix, and augur immediate and general peace. What will be the consequences of peace to the powers of Europe and the United States, is an important query. Let us conjecture a little.

France will soon be a prey to intestine faction and war. Why? Because her present government derives its surest support from her military force, which has not only conquered its foreign, but awed its domestic enemies; but when those are disbanded, and that hobby of philosophy, with its cap and bells of liberty, called a constitution, is left to operate without extraneous aid. Ambitious men will endeavour to overturn it; bad men will cabal; mad men will assassinate; philosophers will blow new constitutional air bubbles, and weak men will catch at them as they successively burst; while the mechanic, the merchant, and the husbandman, the honest and unambitious, may again find in the regal diadem the crown of their glory, security and happiness.

England may perhaps change its minister. Insanity may occasion a regency; or death advance a new king. Her OUTS may be INS, and her ins may become outs. Her patriots may yell for liberty; and her jacobins, cry reform. Even her funds may fall; but whilst London is the mart, England will be the mistress of nations. No nation can rival her in the foreign market; and peace will open the ports of the world to her merchants. In war, the United States have suffered from the jealousy of those rival powers. That of the latter has produced unkindness; that of the former, insult and cruel injury. In peace the scene will change, and Britain, and France, if she assumes any, pretensions to commerce will court our custom with fervour.
