Message Of Gov. Paiewonsky

To The 4th Legislature Of The

Virgin Islands

Continued from Thursday's Paper

On the cultural side we will be developing programs for
interchange with Caribbean and African groups and officials.
The College is one project to stimulate us all. These are matters
primarily in the Executive sphere of action, but there
may be need for implementing legislative action and, in any
event, there will be need for consultation with members of
your body.

The Legislature will also be concerned, of course, with
appointments in the Executive Branch. The critical appointments
require confirmation by the legislature. I also intend to
consult with legislators concerning some other key positions.

However, we must have due regard for separation of
functions, not only as a matter of abstract principle, but also
as a necessity for American constitutional government. I will
consult sincerely and freely with legislators. I am confident
that the Legislature will respect the rule of the Executive and
refrain from withholding consent unless, of course, there is a
sincere conviction that the appointee is unfit for public office.

I also expect to avail myself of the benefits of advisory
talent and counsel. It has been my practice in business to recognize
that one must go to real experts for a really expert
performance. In the long run that is money well spent.

I shall keep the Legislature advised from time to time
of developments in the organization and staffing of the Executive
Department.

The machinery of modern government requires many experts
and specialists. I intend to hold a firm grip on the making
and development of policy; and I am fully aware that
grappling with policy issues may require mastery of the details
of specific cases and not mere announcement of generalities
with full delegation to subordinates.

On all policy decisions I welcome the views of the Legislators
and hope to be able to consult freely with them. To
avoid any misunderstanding, I shall also welcome the views
of the other leaders of the community, and intend to take full
advantage of advisory council wherever feasible and appropriate.

In the last analysis, however, I have a responsibility as
Governor, not only to the people of the Virgin Islands, but
also to the President of the United States and to Congress. I
shall need and I shall welcome your advice. I hope I shall
also have your support for the actions I take, perhaps contrary
to your individual views, in the exercise of my responsibility
as Governor.

The Executive and the Legislative Branches must share
the burdens of Government. I shall work with all my might,
and with all my heart, and with all my soul. I know that you
will do the same. I look forward to our service together.
