It is faid, that Vermont has refufed to accept of a place in the confederation, becaufe she will not make herfelf liable to pay any of our unjuftly accumulated debts. Kentuckey, probably, will follow the example as foon as Vermont fets up for herfelf. In a few years the new ftates will contain more inhabitants than the old. They will be free of debt, rich, and happy, while we, the elder fifters, fhall be divided into tenants and landlords, and confequently miferable, with governments truly ariftocratick, and our ftates divided into confederated and unconfederated.
