From the Norfolk Beacon we learn that the French frigate La Circe has arrived in Hampton Roads. She is last from St. Jago de Cuba, whence she sailed 11th July. She has lost some of her officers and men by yellow fever, and has 85 men sick. The French Consul, who had repaired on board for the purpose of recommending such steps as circumstances might seem best to point out, on his return to Norfolk, expressed himself in the strongest terms of admiration and gratitude in behalf of himself and his government, at the humane and gentlemanly conduct of Col. Gratiot and Major Crane, of Fortress Monroe, to whom he applied for permission to land the sick of the Circe. 'Not only,' says he, 'was the request kindly acceded to, but with an alacrity which entirely confirmed the exalted opinion I had previously conceived of the American character, they had anticipated my wishes, and given orders for their immediate fulfilment, ere they were fully expressed.'
