At the same time. Charles Campbell, director of the Washington office of the British Information Services. was passing through San Francisco. In a press conference he noted the "atmosphere of urgency" which he felt in the nation's capital. and compared it to 1939.
To this observer there is "the same great influx of the military the same great influx of people looking for contact- and contracts. . .. Let's hope it doesn't lead to the same end."
Dr. Norris E. Bradbury. director of the Los Alamos. N M nuclear research laboratory. also touched on the theme in an address at Pomona College.
"I see us following a road." he said. "which leads to a precipice a precipice typified by a war of one continent against another. one population using up itself and irreplaceable resources against another making identical sacrifices.
How Is Winner Defined?
"What is there to win after such a war? How is the winner defined? Thus a fundamental question confronts us. Is there any branch on the road before the precipice is reached? To seek this branch and to follow it is the greatest task confronting the world.
The search. Dr. Bradbury stressed. "will require time. and while the assertion that strength will prevent war is open to question. it is almost certain that strength delays war
"Therefore. without the slightest shadow of doubt. we must arm ourselves for a war we basically know we must not fight until every other diplomatic and political source is exhausted"
