Washington, June 1.—Copy of a cablegram sent from Paris, July 23, 1919 by Herbert Hoover to Julius H. Barnes, president of the United States grain corporation, for transmittal to President Wilson declaring that "the termination of the sugar policies require immediate consideration" was made public today by Representative Tinkham, of Massachusetts.
The cablegram was read in the course of a speech in which he charged that responsibility for the price of sugar was right squarely on the shoulders of President Wilson.
