Congressional.

In the Senate on the 12th, the House bill granting pensions to the soldiers and sailors of the Mexican war having been reached on the calendar, objection was made by Mr. Teller, but on appeal to him by Mr. Wilson of Iowa, and on the statement by Mr. Harris that no Democratic Senator would consume any time in discussing the bill, objection was withdrawn. The bill was then considered and passed with amendments reported by the committee on pensions. The bill as passed directs the Secretary of the Interior to place on the pension rolls the names of surviving officers and enlisted men, including marines, militia and volunteers, who being duly enlisted, actually served sixty days with the army or navy of the United States in Mexico, or on the coasts or frontier thereof, or en route thereto, in the war with that nation, or who were actually engaged in battle in said war, and were honorably discharged, and their surviving widows; provided, that such widows had not re-married, and provided that every such officer, enlisted man, or widow who is or may become 62 years of age, or who is or may become subject to any disability or dependency equivalent to some cause recognized by the pension laws as sufficient reason for the allowance of the pension, shall be entitled to the benefits of the act, except where such disability or dependency was incurred in aiding or abetting the late rebellion. The pensions are to be eight dollars per month, payable only after the passage of the act, the law not to apply to persons already receiving pensions at or over that rate, and where persons entitled under this law are already receiving pensions less than eight dollars per month, the pension shall only be for the difference up to eight dollars.

On motion of Mr. Hoar the committee on privileges and elections got permission to sit during the sessions of the Senate. (It is understood that this is connected with the consideration of Senator Payne's case.)

On the 13th, the chair laid before the Senate the resolutions of the convention of Republican editors of Ohio urging an investigation of the charges as to the election of Senator Payne, (Dem.,) and two other memorials on the same subject. Referred to the committee on privileges and elections.

Mr. Hampton called up the bill for the relief of the State of Georgia, offered a substitute for it, and addressed the Senate thereon. The substitute directs that every State and Territory and the District of Columbia shall be credited under the direct tax act of August, 1861, with such additional credits as they are entitled to have in consequence of having paid any portion thereof without the expense of collection to the United States, and also with such sums as have been collected from lands or owners thereof. It remits and relinquishes all money still due on the quota of such direct tax and appropriation money so refunded. The bill went over without action.

House—The Speaker laid before the House the Mexican pension bill with Senate amendment. Mr. Eldridge of Michigan, asked for immediate consideration of that amendment. Messrs. Boutelle and Bragg objecting, the bill was referred to the committee on pensions.

On motion of Mr. Dougherty of Florida, the Senate bill was passed for the erection of a public building at Jacksonville, Florida, at the ultimate cost of $150,000.

On motion of Mr. Reid of North Carolina, the bill passed appropriating $9,000 for the completion of the public building at Greensboro, N. C.

Mr. Morrison called up and the House passed the bill repealing so much of section 3314 of the revised statutes as allows the collectors of internal revenue commissions on taxes collected on distilled spirits.

On motion of Mr. Morrison, the bill was passed reducing to $250, (with an additional $50 for each person employed in making cigars,) the amount of bond to be given by a manufacturer of cigars.

The House then went into committee of the whole on the joint resolution directing the payment of the surplus in the Treasury on the public debt.
