ENGLISH COTTON-MILL TROUBLE

The Proposed Reduction of Wages Announced.

Manchester, Eng., Nov. 1.--At a conference just held here between representatives of the employers of the cotton operatives it was announced that the employers gave a month's notice of their intention to make a 5 per cent. reduction in the amount of the wages of their employees.

Later in the day it was announced that the representatives of the employers and the delegates of the operatives had come to an agreement to submit to arbitration the proposition to reduce the wages of the operatives.
