Gen. Franklin, acting chief of transportation for Army Service forces, asserted this would cause a reduction in the rate of the return of troops to this country in August and succeeding months.
He testified before the War Investigating Committee currently inquiring into the transportation crisis resulting from heavy transcontinental movement of troops.
Gen. Jacob Devers told a news conference yesterday the plan in the Pacific was a new mass of forces to deliver "a single crushing blow" against Japan. He commented "There's no use doing it piecemeal."
