When an Elizabeth swayed the cepter of England, the oppressed of all the nations of the earth found protection and deliverance under the banners of Britons: But it is not so now. Even our own colonies, and natural allies bear testimony against us. That great Queen, adhering to the law of nations, held it to be no violation of any treaty whatever, to wage war against that Sovereign, "who invades another's territory, or who oppresses a free people:" and under the impression of this just law, she nobly supported the Dutch provinces, against the Spanish tyranny and inquisition: King Philip called upon the Queen to fulfil her treaties with him; he conjured her by the common interest, which tyrants like himself have in unlimited power, to assist him in the reduction of his rebellious subjects. But Elizabeth went to her parliament and asked supplies, not to subdue, but to assist the Dutch. "The king of Spain," she said, "complains of me in that I have always favored his rebels: but I confess the action, and I glory in it; nothing is so commendable, nothing so worthy of a sovereign power, as to defend a free people against a tyrant and oppressor."
