Whisky and War.

Whisky and brandy are very necessary in war in the army hospital and in times of peace for medicinal purposes, but they are destructive in a military encampment, and subversive of law and order, and if used freely in battle, they will defeat the party using them. But for liquor this rebellion would not have been commenced, and but for liquor in the Federal army the war would now be at an end because it would have terminated in the triumph of our arms.

So far as the permitting of liquors into East Tennessee is concerned the Treasury Department will do none of it, but in the future, throw the whole responsibility of it upon the military authorities.
