The Russian Emperor, even should there be no war, has a heavy account to settle with the commercial and manufacturing classes of England and France; he at least has lost much of his former popularity, and has created a great deal of ill feeling, by so long withholding the final solution of the question of peace or war. There are many heavy capitalists in Western Europe, whose affairs have been materially deranged by the uncertainties of the past three months, who contend that Nicholas should no longer be allowed to hold the rod of suspense over them. Whether this feeling, of which he is well aware, will quicken him in his resolves remains to be seen. He certainly wields a tremendous power for good or evil.
