Danish Captures.—When Congress, to secure the future mercantile interest, laid an embargo, the federal leaders told the merchants there was no necessity for it, and that it was done with the intention, not of benefitting, but of "destroying commerce." The merchants, who ought on this occasion to have shewn a superiority of judgment, believed it; and by violations, clamorous opposition, and premature repeal, the measure was deprived of its efficacy.

The merchants have lately assembled to petition Congress to pass some laws in relation to their property sequestrated by the Danes.—They had fair warning of the situation of the world, before they sent their property to sea; and they might with equal propriety petition Congress to save their vessels from the tornadoes and tempests of the ocean, as from the rapacity of the belligerents, by any measure short of an embargo. Besides, if the merchants would not observe the laws passed expressly for their advantage at a former period, what security is there that they will regard those that may hereafter be made?
