The Message of Gov. Scott, of which we gave a brief abstract last week, has been presented to the Legislature. It is a lengthy document, and embraces many valuable suggestions to the new law-givers, which we trust will be profitably considered. Of course, there are many ideas contained in this message not agreeing with our mode of thinking, but we are free to declare that Gov. Scott has shown good sense in many of his recommendations and evinced a degree of fairness rather surprising. His advocacy of the Blue Ridge Railroad and other improvements looking to the material prosperity of the State, if steadily followed, will gain the applause of both parties, and make him friends among the intelligent citizens and rightful owners of the soil. Indeed, if he is not actuated by principle, policy ought to induce him to make his administration moderate and conservative. As a Western man, coming from a State where negro suffrage has been condemned by 50,000 majority, Gen. Scott cannot sympathize with the extreme men of his own party in endeavoring to foist ignorance and misrule upon an enlightened people. We hope to publish the message in full next week.
