The Next Census.—In the House of Representatives on Wednesday Mr. Garfield, from the select committee on the census, reported a bill to provide for taking the ninth and subsequent censuses. Ordered to be printed and recommitted—with notice from Mr. Garfield that he would call it up for action next Tuesday.

The bill establishes a census bureau in the Department of the Interior, the head of which is to be appointed by the President. An assistant superintendent is to be appointed by the Secretary of the Interior for each congressional district and territory. These district superintendents are to employ all the subordinates they need for taking the census. The census is to be taken as of the 1st of April, 1870. The whole work is to be done in two months, and the final publication made and the bureau closed by the 1st of May, 1872. The Secretary of the Interior, Attorney-General, and Census Commission, are to prepare and perfect schedules and tables to lay before Congress on the 1st Monday of December next. When the census is taken, the population of each State is to be divided by 150,000, and the quotient will give the number of representatives to which the State is entitled in Congress. This is expected to give 270 members to the House. The basis of representation hereafter is to be fixed at one member for every 150,000 of the population.
