HAVANNA, August 8, 1799.
SIR,
In consequence of a Royal Decree just received from Madrid, the Governor has this day given orders, that no neutral vessel be permitted to enter this port, and all those that have arrived since the 3d instant are not as yet allowed to unload.
I lose not a moment in giving you this intelligence for the information of the merchants of Philadelphia. If any change takes place, I will take care to acquaint you therewith immediately.
