An innovation which savors strongly of Republican ideas, has been made by Queen Victoria, and is now exciting considerable stir among "the Lords." It is the creation of Peers for life merely, the title not being handed down to their children. Of course the Upper House will oppose such an invasion of their aristocratic privileges, but they will have to fight the battle single-handed against the Crown and the Commons.

It is easy to see that such a practice, once begun, would be popular, and Hereditary Peers, instead of the exception, would soon become the rule.
