If the white Radicals are indisposed to do for the negroes what might be expected from their profuse professions of affection for this class of population, the negroes, it appears, will not be found backward in coming forward to do for themselves. It is the old fable of the lark and her young ones over again. Thus, it is not surprising to know that the colored South Carolina Congressman Elliott has appointed a negro boy to be a cadet midshipman at Annapolis, and that the other colored members of Congress will follow his example. As the future will probably see many more negro Congressmen, so an increase in the members of colored youths at West Point and Annapolis may be anticipated as time rolls on.
