Wayne Zuck, member of the Sidney PTA, presented the recommendations of the commission as they related to the office of State Superintendent of Public Instruction. The group felt that the recommendations which recommended that the state superintendent be made an executive officer subject to the direction of the state board of education had considerable merit. No definite conclusions were reached as to the manner of selecting the state superintendent, but in view of the fact that the state board should have control over the office, it was generally felt that some reasonable method of selecting the person to hold the office which would insure a reasonable continuity to the office holder was necessary. It was felt that election of the state board of education was not a superior method of selecting this board as against appointment. The reason for this was that the state of Montana is so large it is impossible for the voters to make themselves adequately familiar with the qualifications of a person seeking to be elected to a statewide office of this character.
Otto T. Habedank, area chairman of the Citizens Committee on Education, acted as general chairman of the discussion group.

A more detailed compilation of the recommendations of the study group, to be submitted to the State Committees involved, is being made by Mrs. Mabel Ernsberger, county superintendent at Sidney, who acted as recorder for the meeting.
