POOR DEBTORS.

In consequence of the recommendation of Governor Gore, in his Speech to the Legislature, a committee was appointed the last session to take into consideration the situation of poor and insolvent Debtors; and to report some provisions for their relief.

One of the laws intended to be passed in THEIR FAVOR, WILL EXEMPT THE BODY OF A DEBTOR FROM IMPRISONMENT OR ARREST FOR DEBT. This is the idea and intention; and it will be a law as wise as humane. Gaols were made for criminals, or those accused of crimes-not for the confinement and punishment of those who are unfortunate and innocent. No doubt is entertained that such a law will be passed next June session; which will in its principles comport with the benevolent wishes and designs of Governor Gore.

The following are the proceedings of the Legislature, on the above subject:

(COPY.)

The Committee appointed to consider what provisions ought to be made by law for the relief of insolvent debtors, beg leave to report,

That they have carefully considered this subject, and with an earnest desire to find some mode whereby a numerous class of meritorious, but unfortunate citizens, may be relieved from distressing embarrassments without affording opportunity to fraudulent debtors to do wrong.

The committee find with great regret, that there is not time during the present session, to make provisions which will operate justly in all parts of the Commonwealth; they therefore respectfully propose that a committee of this honorable House should be raised and instructed to report at the next session of the General Court, such bill or bills as may best accomplish this important object.

(Signed) WM. SULLIVAN, Per order.

In the House of Representatives, March 5, 1810-

Read and accepted-and ordered, That Mr. SULLIVAN, Mr. STORY, and Mr. Jackson, be a Committee for that purpose.
