KODIAK, ALASKA AUGUST 14, 1948

City Council Chops Off MacDonald's Water

The water supply at H. F. MacDonald's cold storage plant was shut off Tuesday morning, after the City Council voted unanimously Monday night to do so, following a statement by Mr. McDonald that he intended to use twice as much water as he had been, of the city's dwindling supply.

Mr. MacDonald made his statement immediately after Councilman Jack Hinckel explained to the council the critical shortage of water in the city reservoir and the urgent need for everyone to conserve water.

Another factor influencing the council's decision was that Mr. MacDonald was several months behind in his payment of water bills, having paid what he felt was due. Mr. MacDonald said, "I did not use as much water as I was billed for."

A city ordinance provides for the shutting off of city water to anyone refusing to pay his bills.

Mr. MacDonald had interrupted the meeting to inquire why a letter he had written last November about his water bill had not been answered, and had offered to make a speech on "my efforts to co-operate and improve conditions in town".

The offer was declined by Mayor Bettinger, with the comment, "that if Mr. McDonald cared to comment on the business under discussion the council would listen, but if he just wanted to make a speech, they would have to decline as there was more pressing business at hand".

Mr. McDonald did not make his speech.

An application requesting custody of a strip of ground in the east addition for use as a park and recreation area, will be made by the city to the Bureau of Land Management the council voted.

The land requested runs along the eastern edge of the east addition, between Mission and Mill Bay road and it includes the lake known locally as Beaver or Clarks Lake. The land upon coming under the city's custody would be improved, paths cut, tables and benches erected, and would be open to the public for picnics, play grounds and celebrations.

A paved main street for Kodiak may be a reality soon. Bids from two local contractors were submitted to the council and contracts will be awarded at the next regular council meeting or at a special meeting. Ralph Shupp's bid for the job was $18,474, Patrick Lynch's was $17,920.

A year's lease with an option to renew was given to Mrs. Edythe Smith on the city's rooming house at the city dock.
