Extract of a letter from a Member of Congress from this State, to the Hon. President thereof, dated Philadelphia, March 12, 1783.
This morning Capt. Barney, in the Continental packet Washington, arrived here from L'Orient, which place he left the 17th of January, he had a passport signed by the British King. Congress have sundry dispatches by him, among which are, the Preliminary Articles that were signed November 30th, by Mr. Oswald, on the part of the British King, Mess. Franklin, Adams, Jay and Laurens, on the part of the United States, and which are to be inserted in the general treaty for Peace, when the same shall be agreed on. The article respecting the boundaries of the United States, and that respecting the right of fishery, are ample and I believe equal to the most sanguine expectations, as are most of the others. The Preliminaries between the other belligerent powers are proceeding in, but there are some obstructions in the way, and it is uncertain when a general peace will take place, tho hope the time is not far distant.
