Head-Quarters, at Verona, 22d Thermidor.

When the army fought on its retreat, while the partizans of Austria, and the enemies of freedom thought it lost without a resource; when it was impossible for you to suspect that that retreat was only a feint, you have displayed an attachment for France, and a love for liberty; you discovered a zeal and a character which have entitled you to the esteem of the army, and will secure you the protection of the French Republic. Every day your nation renders itself more worthy of liberty, it every day acquires additional energy, it will one day undoubtedly appear with glory upon the theatre of the world. Receive the assurance of my satisfaction, and the sincere wish which the French nation makes to see you free and happy.
