If Gov. Church continues the good work of investigating the management of the territorial institutions, and does it in a way that has no tinge of partisanship, he will win the plaudits of a good many citizens of Dakota who have hitherto been disposed to criticize him. That such investigations are necessary is not due so much to the fact that dishonest or naturally careless men have been in charge of these institutions, but because of the miserable patchwork of laws under which they were established and are conducted.
