U. S. CONGRESS. The Senate of the United States was not in session on Saturday. In the House of Representatives, Mr. Holman of Indiana reviewed and condemned the programme for the reconstruction of the seceded States as adopted by President Lincoln. He pronounced it sarcastically a beautiful plan for perpetuating the grand old Republic of Washington. States thus constructed, he said, "would be the States of Abraham Lincoln and not of the American people." Mr. Hubbard of New York defended the proclamation of Emancipation and eulogized President Lincoln. Mr. Dawes of Massachusetts replied to Mr. Holman and charged that the leaders of the opposition to the Administration were quasi rebels and would be in the Confederate Congress if Rebel scrip would purchase as much bread and butter as greenbacks. The remainder of the session was taken up with squabbling between various members. Mr. Grinnell closing the discussion by denouncing General McClellan and charging that he and his Democratic friends were leagued with slavery and would go to hell together.
