Mr. Poulson,
I have read a second time the able letters addressed to the President of the United States and to the Members of the two Houses of Congress, by "The Peace Maker" of Alexandria; and I believe that all who sincerely love their country devoutly pray, that the benevolent intentions of the learned writer may be accomplished, by the restoration of peace to our afflicted country. In the fourth number, "The Peace Maker" has furnished the form of a Law for removing the necessity of impressment from on board our vessels, which has my hearty concurrence as far as it goes ; but it contains no provision to prevent the occurrence of what has been to both nations the most aggravating source of complaint. I would, therefore, with your permission, respectfully suggest the addition of a section somewhat in this form : That if, on the arrival of the armed or unarmed vessels of one country into the ports and harbors of the other, any of the crews of such vessels shall desert, it shall be the duty of the municipal authority of that country to aid in apprehending and restoring such deserters to their proper officers.
