In the Commons this afternoon, Dilke, in replying to an inquiry, said the statement that the Powers invited the Porte to participate in coercive measures against the Albanians was substantially correct.
A Constantinople dispatch says Mr. Goschen, British ambassador to Turkey, has informed Abeddin Pasha that the Powers will not consent to any change of the Greek frontier as fixed by the Berlin conference. Consequently the new line proposed by Turkey cannot be accepted.
A Constantinople dispatch to the Times says: The collective note on the Montenegrin question, presented on the 3d, invited the Porte in case of non-satisfaction of the Montenegrin claims, to participate in coercive measures, which the Powers intend to employ against the Albanians if they persist in armed opposition. The Foreign office evidently understood this as an invitation to participate in a naval demonstration, but it will probably turn out that the Powers intend to ask Turkey to send a land force to co-operate with the fleets of the Powers. There seems good reason to hope that coercive measures will be unnecessary.
