PHILADELPHIA, November 7.

On Saturday last arrived here Col. Humphry, Aid-de-camp to his Excellency Gen. Washington, with dispatches to Congress, containing returns of the prisoners, &c. taken at York and Gloucester. This gentleman brought with him the 24 standards mentioned in the returns, as belonging to the different British and German regiments. They were met on the commons by the city troop of horse, and by them paraded through two or three streets of the city preceded by the colours of the United States and France, to the State-house, and there laid at the feet of Congress, to the great joy of a numerous concourse of spectators.

Extract of a letter from General Washington, dated Head-Quarters, near York, Oct. 27.

"SIR,

I DO myself the honor to inclose to your Excellency, copies of returns of prisoners, artillery, arms, ordnance and other stores, surrendered by the enemy in their posts of York and Gloucester, on the 19th instant, which were not completed at the time of my last dispatches, and but this moment handed to me: A draft of these posts, with the plan of attack and defence, is also transmitted: and 24 standards, taken at the same time, are ready to be laid before Congress.

My present dispatches being important, I have committed to the care of Col. Humphry, one of my Aides-de-camp, whom, for his attention, fidelity and good services, I beg leave to recommend to Congress and your Excellency."
