CABINET CHANGES LIKELY

Said Ballinger and Wickersham Will Retire.

Washington, May 18.-Predictions are made that there will soon be a break in the Taft cabinet. Some of his real friends do not hesitate to say privately that while Attorney General Wickersham may have a profound knowledge of the law he is lacking in the practical experience necessary as an adviser to the president.

It was said that Attorney General Wickersham will at no distant date retire to private life. Secretary Ballinger, it is known, will retire soon after the investigation committee files its reports with congress.

These changes may or may not come before the elections, but public men in congress are hopeful that Messrs. Wickersham and Ballinger will not stand on the order of going, but will go.
