NEGOCIATION.
The account from Bilboa, via Boston,
relating to the negotiation between America
and France having been broken off seems
to admit of a doubt—Letters from Bilboa,
received at the same place, and of as late a
date, make no mention of the circumstance,
and while the French can pursue their present
system of depredation under cover of
a negotiation, they would not willingly
break it off, although they doubtless wish
to procrastinate, the more securely to carry
on their piracies.—we think it but a Report
without any foundation.
