Only a Few of the Articles Have Been Arranged.
Washington, November 30.-Contrary to what seemed to be the general expectation, the peace treaty has not been signed in Paris. The commissions are not proceeding with negotiations with a rapidity that is eminently satisfactory to all concerned, but it is said to be a physical impossibility for all the subjects requiring adjustment to be closed up immediately. Respecting the various matters that are covered by the treaties with Spain, which have been unsettled by the renunciation of those treaties at the beginning of the war, it is the present purpose to adopt the simple expedient of providing for a renewal of those treaties in the general articles. Nothing can be said perhaps in the treaty itself as to the institution of negotiations to replace those old treaties with more moderate conventions, but it is not doubted that at a convenient time such negotiations will be had, though it is not desired that the conclusion of the peace treaty be retarded by embarking at this time upon a discussion of these complex and delicate questions.
Therefore, if this view is correct, the peace treaty will be of a wider scope than was in contemplation a few days ago, for in this single document provision will likely be made for a complete resumption of relations, diplomatic and commercial, between the two countries.
