Republicans Force the Louisiana Debate to a Close.
The Sub-Committee's Report on Louisiana Affairs.

Washington, Dec. 16.-The Republican Senators in caucus this morning decided that the Louisiana debate should be closed to-day, in order to go on with the appropriation bills Monday.

The Select Committee on Southern Outrages have finally adopted the report of the Foster sub-committee as to the condition of things in Louisiana, but it was done after a hard struggle. It is presented as a sort of preliminary report, as it will be impossible to get the voluminous testimony taken by the sub-committee in shape for consideration for some weeks. The fight on the report has lasted, as has been indicated in these dispatches, since Monday the Republicans who did not go to New Orleans protesting against its findings against the Republican party. There was an equally strong effort made to prevent the printing of the report, but step by step the sub-committee have made their points, and the public has the result. The report was adopted, as was at first supposed, by the full vote of the committee, but it is understood now that Frye, of Maine, denies having voted for it. Messrs. Hoar, Frye and Wheeler will probably start for New Orleans Sunday night or Monday morning. A remarkable and bitter feeling among the administration Republicans has sprung up against Mr. Foster. They cannot understand that a man will claim to act with a party and still refuse to lie for it. It is the same feeling that led Ben. Butler to say to Mr. Foster last winter, that "You will reform the Republican party out of power." There is much discussion as to what will be done with the Southern question. The proposition of Southern Republicans, headed by Alexander White, of Alabama, to declare that the States of North Carolina, Georgia, Alabama, Mississippi and Arkansas have not governments republican in form, does not meet with much favor. The proposition to give Louisiana a provisional government for a sufficient length of time to enable her people to restore order and peace is gaining favor. The new election proposition is, on the other hand, steadily losing ground.
