An English writer, commenting on General Dumouriez's publications on the projected invasion of England, has the following just remarks:

"The author, though he says favors the practicability of the attempt, gives it as his opinion, that it is the interest of all the rest of Europe, and particularly of the maritime powers, that it should not take place, or if it did, that it should not be successful. The powers of the continent too, he observes, have the same interest. The universal Louisiana in the hands of a nation whose avarice knows no bounds, all power both by sea and land concentrated in her, would leave no check to her ambition and cupidity, which have always increased in proportion to her successes. The fall of thrones, the annihilation of all political constitutions, civil and religious, would be the melancholy result. Democracy would then devour Europe, and would end by devouring itself."
