A bill amendatory to the Constitution of the State of Georgia, giving the election of Solicitor General to the people, has just been introduced into the Legislature of that State. Its second section is intended to take from the Legislature the power to incorporate, except in cases of banks, railroad and telegraphic companies, and to give much of the petty business now transacted by the General Assembly, to the Superior and Inferior Courts; such as the changing of names, legitimating persons, establishing ferries, bridges, &c.
