LOS ANGELES, Nov. 20.—Carlyle Hughes, a chauffeur, was arrested today, charged with manslaughter in connection with the deaths of A. T. Van de Water, Republican congressman-elect; Miss Janice Leubin, his secretary, and the injury of Mrs. Van de Water and Mrs. E. H. Jackson.
Deputy sheriffs who made the arrest said Hughes admitted he had left a truck and trailer, without lights, standing beside the road near here after engine trouble had crippled the truck. The officers said an automobile driven by Van de Water crashed into the trailer when Van de Water, blinded by the lights of an oncoming machine, sought to turn out of the road.
