The special committee of the Senate, in the case of Gen. Shields, reported a resolution that the election of Shields, was invalid, he not being a citizen of the United States for the required time to qualify him for U. S. senator. Gen. Shields addressed the senate, stating his intention to submit to the report and look to the state of Illinois to reinstate him. He referred to his difficulty with Mr. Breese, and denied before God and the senate that in his letter he designed assassination. Mr. Foote moved to postpone the consideration of the resolution to the first Monday in December next. The motion was debated by Messrs. Foote, Turney, Berrien, Webster, and Douglas, and on motion of Mr. Webster the further consideration of the resolution was postponed till to-morrow.
A message was received from the President transmitting certain nominations, among which were Messrs. Evans, of Maine, Paine, of Carolina, and Smith, of Indiana, as commissioners on Mexican claims.
The senate then went into executive session and confirmed all the nominations of yesterday. Those made to-day were referred.
