THE CONTESTED SEAT FROM OHIO.
As Congress is now on the eve of assembling, all eyes in this quarter are anxiously directed to Washington in the hope that the House will at once take up, investigate, and determine the claim of the disputants to the seat to which the 3d congressional district of Ohio is entitled. Procrastination in the adjustment of contests of this character is one of the reproaches of our national legislature. There is a positive injustice in taxing the public treasury with the support of two members from the same district. Besides this, it is proper that the member who is justly entitled to hold the seat shall be made secure in its possession at the earliest practicable moment. If Mr. Campbell received a majority of the legal votes of his district, he has had abundant time to collect the proof and it should be ready for immediate examination. If that proof shows that he is entitled to the seat for which he held a certificate, let his claim be quieted by a prompt decision in his favor. On the other hand, if Campbell is without the required proof, and General Vallandigham is able to show that the alleged majority in favor of Campbell was made up of illegal votes, let Congress do its duty promptly in the premises. Not only the immediate constituents of Gen. Vallandigham, but the democracy of the entire State, feel a deep interest in an early determination of the matter. They have an opinion on the merits of the contest, and desire that his right to an active participation in the discussions and debates of Congress may not be withheld an hour longer than necessity demands.
