The discussion of the Sub-Treasury Bill is fairly under way in the House of Representatives. It was called up on Tuesday the 19th in committee of the whole. Mr. Thompson, of S. C. offered a substitute for the bill, proposing the Special Deposit plan. Mr. Garland, to test the question on the bill, moved to strike out the enacting clause. On this motion, Mr. Cambreleng rose, and gave his views in explanation and support of the bill. He was followed by Mr. Pickens, of S. C., on the same side. On Wednesday, Mr. Garland addressed the committee, in opposition to the bill, until the hour arrived for taking the daily recess. - Va. Her.
