In some late councils relating to the affairs of the army, we are informed, among several beneficial alterations, it has been proposed, that any soldier, who obtains leave of absence to work at day labour, or other business, shall nevertheless enjoy his pay; which it seems, has, in such cases, been hitherto considered as one of his Colonel's very lucrative perquisites.--It is said a list of divers grievances, which the common soldiers at present labour under, is now in the hands of a noble Lord.
