In some late councils relating to the affairs of the army, among several beneficial alterations, it has been proposed that any soldier who obtains leave of absence to work at day labour or other business shall nevertheless enjoy his pay, which has hitherto been considered as one of his Colonel's very lucrative perquisites. It is said a list of divers grievances which the common soldiers at present labour under is now in the hands of a noble Lord.
