Kingston, (Jamaica) Nov. 23.

On Saturday last his Grace the Governor sent over a Message to the House of Assembly, requesting them to provide for the expense of subsisting the troops, from the term of the dissolution of the House to the 31st Dec. next, amounting to £13,000 6s. 8d. This Message was taken into consideration on Tuesday when the House came to the following resolutions:

Resolved, That it is the peculiar privilege of the House of Assembly to vote and grant all supplies to be raised on the inhabitants of this island, to the use of his Majesty before his Majesty's ministers can expend and lay out such monies, or contract or agree for any service to be paid or defrayed out of such grants.

Resolved, That his Majesty's Ministers have no right to anticipate the grants of the House of Assembly and that when such unconstitutional anticipations have taken place, it hath been the uniform practice of the house to refuse making provision for their re-payment.

Resolved, That no part of the monies contained in the account sent down to the House, in his Grace the Governor's Message of the 17th inst. was provided for, or authorised to be expended by the representatives of the people, and that this house cannot agree to discharge the same without a gross dereliction of duty and betraying the trust reposed in them by their constituents.

Resolved, That it be recommended to the House, to send a Message to his Grace the Governor in answer to his Message of the 17th, to assure his Grace that the House have given the most mature consideration to the very important subject which he was pleased to lay before them, and have to regret that they cannot comply with the application for repaying the monies advanced by the persons accustomed to act as Island Agents for the reasons assigned in the resolutions of this day come to in the committee, and to send a copy of the said resolutions for the information of his Grace.

Resolved, That in consideration of the privations suffered by his Majesty's officers appointed to the regiments on the Island establishment by the unfortunate differences which occurred last session with his Majesty's ministers, this house will provide for the arrears of the usual Island allowances of lodging money, and subsistence to such officers their wives, widows, and children, from the 31st Dec. 1809 to the 1st of December, 1810.
