The House Saturday overrode Governor's veto of the repeal of the gross gold tax and by a vote of 18 to 6. The whole affair had most of the aspects of a horse trade. The opponents of the bill agreeing to go along with overriding the veto if the other side would yield to their introducing a new income tax bill. And that was the way it was handled.
The argument on sustaining the veto was long-drawn out and detailed with mine lobbyists out in abundance. and everybody showing how everyone else was wrong.
All members of the Second Division delegation voted to override the veto.
Immediately after this action was taken a new income tax bill was introduced in the House by unanimous consent. It closely resembles the income tax bill defeated in the Senate last week.
This new bill is authored by 14 House members. including Ed Anderson and Ost. so it is assured of enough votes to pass the House.
Whether or not the Senate will accept it remains to be seen, but if they do not we shall be short about three million dollars of income necessary to run the Territory on during the next bi-ennium.
It is believed that the House will restore the appropriation for the Development Board deleted by the ways and means committee, but it is doubtful if it will get by the Senate. In fact the House is expected to restore most of the appropriations cut out by the ways and means committee, except some minor ones.
All appointments to Territorial boards made by the governor were confirmed last week except two. They did not confirm successors for O. D. Cochran as a member of the board of regents, nor A. H. Ziegler as a member of the board of education. Instead they voted by a large majority to ask the governor to reappoint Cochran and Ziegler.. He has not yet done so.
The governor states he has twice asked Cochran if he desired re-appointment and could get no answer. Then after he had offered the name of a successor Cochran sent word that he had decided to request re-appointment.
Members appointed to boards from the Second Division were John Cross for a position on the board of veterans affairs, and Alberta Peterson, member of the board of education. All members of the Second Division delegation voted to confirm these members, though they had previously indicated they meant to oppose Cross.
Only four more days left of the session. In compliance with joint rules of the House and Senate only revenue and appropriation bills can be acted upon after the fifty-sixth day. The general property tax bill and a revision of the license tax bill are on the Senate calendar for tomorrow. The House will start working on the general appropriation bill tomorrow.
