Gentlemen of the Council, and Gentlemen of the House of Representatives,
You are now met together at a Time of the Year most suitable for the general Business of this Court: And as I have no Orders from his Majesty's Ministers to communicate to you, your Attention will be wholly confined to your own Province; within which Range you will find Business well deserving your best Consideration. I shall have no Occasion at present to lay before you any fresh Matters; as there are Recommendations from me to the Council and House of Representatives, of Business of great Importance now lying unredressed and unanswered: To these I must now refer, and must particularly desire, that as the last Prorogation put a legal End to all the Business then depending in the General Court, you will now take these Matters into your Consideration as freely as if they were now first laid before you: Or if you do recollect any Thing passed, let it be only with Intent to avoid as much as possible such disputative Points as may tend to prevent your forming good Conclusions.
Gentlemen of the House of Representatives,
His Excellency Sir Jeffrey Amherst has dismissed all your Troops excepting two Parties amounting to less than Three Hundred Men each at Halifax and Crown Point. As the Rolls are now preparing for the Payment of the whole Regiment to the Time of the making the Detachments, you will take Care that the Treasury be properly supplied: For which purpose the Treasurer shall lay a State of it before you.
Gentlemen of the Council, and Gentlemen of the House of Representatives.
It will always become me to recommend to you to cultivate a Harmony amongst yourselves and between the several Branches of the Legislature. Unanimity is the Life of Business: and an Exhortation to it, even where it is least necessary, will always be well received. -- But I have said enough on this Subject: I shall only add, that a Reflection upon your own Importance, and the Trust committed to you, will be sufficient to direct your Deliberations to their true Object, the general Weal: and will make you superior to private Views, and partial Prejudices, if ever they should attempt to influence your Councils. -- On the other Hand, I trust that my own sense of my Duty, and my firm Resolution not to deviate from it, will make me equally attentive to the true and real Interest of the good People of this Province.
