One of the Dutch papers received at Charleston by the ship Shenandoah, from Amsterdam, contains a spirited Address from the two Chambers of the States General to the King, in answer to some important communications from His Majesty They believe it to be their duty, they say, to the people which they represent, and also in the face of the whole of Europe, to proclaim the firm union which exists between the inhabitants of the Netherlands and their King. While they perceive the young men of other nations led away by false enthusiasm, the pupils of their Universities, as well as men of all ranks and conditions, are anxious to mingle with the faithful Army and Navy, to ward off the danger with which they are threatened from the Belgians. They sympathise with His Majesty for the pain which the declarations of the Ambassadors of the Five Powers have created in him—and although neither the Chambers, nor the nation which they represent, wish a re-union with the Belgians, still it is necessary that the acknowledgment of their independence should be accompanied with certain conditions for indemnifications for losses, &c.

They recommend that those pledges which they hold now, be well taken care of, and that the strong places on the frontiers be well armed.
