New Orleans, July 25.

Extract of a letter from a gentleman in the Mississippi territory, near the line of demarcation, to his friend in this city, dated on the 20th inst.

"You ask me for information on the subject of the Floridas. Under the authority and sanction of the governor, some 12 or 15 persons have been elected from the different districts, who, as it is said by his excellency and the public, are to strengthen the arm of government, to aid in the administration of justice, and by their influence and standing, to avert the impending tumults, by quieting the minds of the people. This is the avowed object; but whether this illustrious Cabildo or Council, will fill the expectations of his excellency, I assure you, is a matter of much doubt. Many believe his Excellency has been frightened into this measure, and that the Council will proceed to legislate, abolish laws, &c until it can be seen what course will be pursued by the government of the U States; in the mean time, should the governor attempt any opposition to their measures, the mask will be thrown off and Independence declared."
