'We believe if the influential business men of Wheeling and Ohio county could make up their minds to see that the keeping of certain rings in control of local government is of less moment than the business prosperity of the city and county, that we might be governed somewhat more economically; or if it costs so much, there would be some substantial benefits to show for it.'
