In the House of Representatives on Thursday, Mr. Van Buren offered the following resolution; which was read and passed to a second reading:

"Resolved &c. That the following amendment of the Constitution of the United States be proposed to the Legislatures of the several states :

" Congress shall have power to make roads and canals ; but all money appropriated for this purpose shall be apportioned among the several states according to the last enumeration of their respective numbers, & applied to the making and repairing of roads and canals within the several states, as Congress may direct; but any state may consent to the appropriation by Congress of its quota of such appropriation in making or repairing of roads and canals, without its own limits; no such road or canal shall, however, be made within any state, without the consent of the legislature thereof, and all such money shall be so expended under their direction."
