Gov. Brown on the 9th instant sent to Warden Weyler a pardon for Stevenson Archer, serving out a five years' sentence for improperly using the securities and funds of the State of Maryland, and appropriating them to his private uses. Mr. Archer for sometime has been suffering from an affection of the bladder, and was, consequently, in delicate health. The pardon was received about 2 o'clock. Upon his release friends took Mr. Archer to the City Hospital for treatment. Mr. Archer's time would have expired the 9th of next September.
